CHRIS BROWN IN GRAFFITI PALAVER, FACES FINE FOR ILLEGAL MURALS

Well, if its not Rihanna or drugs, its got to be something where Chris Brown's concerned. So, the dude's in trouble again, anyhow. I gather he's been threatened with a fine by the Los Angeles city council over graffiti that suddenly appeared on his perimeter walls. The illegal murals cited by LA's city officials  as "unpermitted and excessive signage" covering the entire outer walls of the star's Beverly Hills home have provoked his high-brow neighbors who reported him to their local councilor who in turn escalated the matter to the city council. *The Spy ALWAYS finds out and ALWAYS tells it like it is.  Although Brown also has a flair for painting (besides singing and dancing), it is not clear if he is the author of the artwork or if he commissioned someone else to do it. Gossip website TMZ are guessing that Brown's neighbors were only using the graffiti as a weapon to fight the star because of his loud partying lifestyle.
